Young People’s Forum Learning to Drive
The Driving Standards Agency (DSA) was keen to explore ways in which it could change the way that people learn to drive in order to reduce the casualty rate amongst newly qualified drivers. As the majority of new drivers are under the age of 25, SHM worked with the DSA to devise, establish and facilitate a Young People’s Forum in England, Scotland and Wales to ensure that the voices of young people as key stakeholders were at the heart of proposal development, informing and influencing discussions at every stage.
The Forum enabled the DSA to engage with a range of young people (pre-drivers, non-drivers, learners and drivers) to collaboratively develop approaches and content to shape a public consultation on changing the learning to drive process that was launched in May 2008. The Forum employed the young people as advisors, providing a young person’s perspective on emerging ideas – and exploring new, peer-developed proposals.
SHM’s deep understanding of working with young people to unlock their motivations and leverage their potential as co-designers and ambassadors resulted in:
- proposals for improvement that were co-developed by young people, with strong peer credibility
- consultation channels and content that were accessible and engaging for other young people
- a bank of ‘engagement ambassadors’ who encouraged and inspired other young people to get involved and give their views
“From past experience, we were aware of the difficulties in engaging the general public in a consultation, particularly young people. This was our communication challenge. Under SHM’s management, the Young People’s Forum far exceeded our original aims and objectives. Acting as both advisors and ambassadors, the Young People’s Forum helped shape the consultation paper and encourage involvement from their peers. SHM not only recruited and managed the Forum, but proactively identified further opportunities for collaborative working with key stakeholder groups. As a result, the Learning to Drive Consultation was a success with over 7,000 responses received, more than half of them from young people.”
